NYT: GAPP and Ministry of Culture clashing over Chinese WoW regulation

The New York Times has brought its journalistic bear to the story earlier this week about China deciding not to approve WoW's release over there under new service provider Netease, and it seems what we thought was confusion between two agencies has turned into a war. One one side, you have the General Administration of Press and Publication (GAPP), who earlier this week said that Netease (WoW's local provider of Blizzard's game in China) could not legally be collecting subscriptions on a game that GAPP hadn't yet approved. But on the other side is the Ministry of Culture, who did approve WoW's content when it was run by The9, and are now saying that GAPP "overstepped its authority" by thinking it could "penalize online gaming" at all.

Which means that the silly game of World of Warcraft has fallen smack dab in between two government agencies lobbying for power. In the past, says the NYT, GAPP has approved games pre-release, and the Ministry of Culture has overseen games once they've started running online. But WoW is a weird exception (it has been online for a few years already, and only went offline when Blizzard switched providers), and it looks like both agencies are grabbing for power and the sizable fees that come along with regulation. If they continue to clash, it'll be up to the State Council, China's cabinet, to determine who's in charge. And the NYT says if that happens, the Ministry of Culture has the edge, with lots of friends in the cabinet already.

Meanwhile, Netease hasn't taken the game offline yet, apparently -- they still haven't been given official notice to do so. There's no word on how long this will take to shake out, but even China's players are tired of the fighting; they just want to get back into Azeroth and play.

A WoW player's guide to microtransactions

Well Blizzard has finally done it. After charging only for out-of-game services like faction changes and character customization, with the release of in-game pets on the Blizzard store, they've finally moved on to selling virtual items for real money. And there's a word, dirty in the mouths of some, that's floating around that some of you may not have heard or understood before: microtransactions. We wouldn't blame you -- some of our own staff didn't even know what they were just a little while ago. But with the decision to sell in-game items for straight cash, Blizzard has entered the fascinating and treacherous world of microtransactions. And if you're going to follow them off into this world, you might as well at least know what they're all about.

And so, we're here to help. Whether you've never heard of microtransactions before, you're convinced that they're the devil and that Blizzard has grown too greedy for their own good, or you can't wait to open up your wallet and get a Pandaren Monk to follow you around, let's take a second and look at the history of the microtransaction model, what it means that Blizzard made this decision, and what might happen to the game in the future.

So my thought process Monday morning goes like this. Kubien asks a question about skining worgens. My cat is next to me vying for my attention, and after headbutting me for a few minutes decides to pounce on my arm. Luckily I'm a fatty so all is good and he just bounces off harmlessly to the floor, but it makes me think for a minute about punishing him. Then I remember the old saying, "There's more than one way to skin a cat."

And from cat, to lolcat, to lolwowcats.

Is China's WoW delay politically motivated?


I don't presume to know much about trade policy or international relations, so I'll just pass you this link to a story over on VentureBeat and let you decide for yourself. You probably have already heard that Blizzard has had plenty of trouble trying to bring World of Warcraft back online in China -- they've been waiting on approval from the Chinese government's General Administration of Press and Publication, which has already mandated a few changes to the game. Dean Takahashi at VB suggests that rather than being a technical issue, the delay may actually be political and/or economically motivated: the US and China have been bumping gently lately over exports and imports, and Takahashi suggests that Blizzard's game may have gotten caught in the middle. The GAPP, he says, may be holding the game back, concerned that such a popular foreign game might be released again on their soil.

Fortunately, even Takahashi says it's unsubstantiated -- WoW is likely to go back online in China in a matter of days, and the delays could just as easily have been administrative errors. But I do agree with Takahashi that it's worth watching -- China is cautious about allowing foreign manufacturers to sell to their citizens, and video games are no exception.

Requiring authenticators for guild bank access


m0rtis has an interesting question over on WoW LJ: should guilds require authenticators on the accounts of everyone in the guild with bank access? Authenticators are relatively cheap, if not free (and still in stock most of the time nowadays), so if you're running a guild and in a position where your bank is important enough to protect, should you be able to require authenticators to keep guildies from getting hacked?

There are a few caveats here that m0rtis doesn't mention, but we will: first of all, there's no way to guarantee whether someone is using an authenticator or not, so while you can make guildies promise, there's no real way to check up on them. Second, not all guild banks get emptied out due to hackers -- many guild banks get ninja'd by someone within the guild, and there's no authenticator that can protect against that. So having authenticators on bank members (or at least having them promise they've got them) isn't 100% protection. But it is something.

Activision-Blizzard and their financial future

Barron's has a long article up about Blizzard's corporate overlords at Activision-Blizzard, and as is usual with most pieces of Activision news, people will probably see in it what they want to see. Those who think Bobby Kotick is just a money-grubbing exploiter will find more fuel for their firey fanboy rage: apparently he's a follower of Las Vegas casino entrepreneur Steve Wynn, and is modeling some of Activision-Blizzard's business plan off of that guy, Shareholders, however, will probably be thrilled. In terms of a purely financial sense, Activision-Blizzard is apparently one of the shinest futures around, with Kotick bragging that videogames will eclipse film and TV in terms of moneymaking in just a few years.

From our perspective, as longtime fans and players of Blizzard's games, the most interesting thing I see here is that Barron's makes no distinction at all between Activision and Blizzard any more -- the Activision-Blizzard company, according to the article, is equally responsible for both the Starcraft and Transformers franchises. Obviously, as gamers, we see a huge distinction between those two: one is a classic, storied, much-loved videogame series, and the other is a cash-in on a license that's panned everywhere but the box office. But for the financial guys, they're just both properties of Activision-Blizzard. That's not to say that our Blizzard is entirely lost (anyone who was at BlizzCon last week knows that's not true), but it is a sign that the merger is no longer news. From an outsider perspective, Guitar Hero and World of Warcraft are just two cash cows from the same company.

How often should we do repeatable content?

Blessing of Kings asks an excellent question: how often should we be running repeatable content? Certainly Blizzard has considered this issue before -- they've gone with daily quests in the first expansion, and recently they've been rethinking just how often we'll be rerunning dungeons, too. But both of those time periods are fairly arbitrary to us: is it possible that we should start running things twice a week (once during and once on the weekend), or maybe do weekly quests instead of daily?

BoK says: possibly. Rohan suggests a weekly quest that rewarded 70g instead of the daily 10g reward we usually get (not including the XP bonus which kicks it up to 13g). Players who don't have time to run every day, but do have the weekly availability (like me -- I play mostly on the weekends), would be able to still pick up the reward. I'll go one step further, in fact: what if we had an option? What if we could choose to run a quest daily (and get a bigger reward overall), or run it once per week, using up all of our daily chances for that week, and getting a smaller total reward? That seems to be the best way -- those who could log in every day would get a larger reward, while those who couldn't could still get more than just the single daily.

Rohan also says that Heroic and BG quests should remain daily, and on that we agree: those quests are perfect for creating variety every day, and getting people to run those instances. In fact, those would be fun to see expanded -- maybe Blizzard could create weekly series of daily quests that followed a small storyline across dungeons or BGs. Blizzard has done a pretty good job balancing out repeatable content periods, but it's always nicer to have more options.

Breakfast Topic: Will you buy the TCG mounts now they're no longer BoP?


Earlier in the week, we mentioned that mounts from the WoW Trading Card Game are no longer Bind on Pickup. Do you hear that ever-advancing noise? That thunderous roar? That's the sound of a million collectors cheering their little hearts out. Ever the boon and bane of the die-hard mount addict, these cards have been known to fetch a pretty price on eBay and have been the subject of recent scams. Indeed as the owner of El Pollo Grande, the Big Battle Bear (aka The Red Bearon) and both forms of the X-51 Nether Rocket, I can relate. I really want the infamous Spectral Tiger and now, for the right sum of gold, it seems like I could have a chance.

So I wonder, constant readers, does this change mean you will finally be able to get your hands on a mount without paying top dollar on an auction website? How much exactly, while we're at it, would you be willing to pay with in-game gold for a mount? Why do you think Blizzard have implemented this system? Is it just another gold sink or the answer to many players' prayers?

Why leveling will always be important to WoW

Times they are a changin', and as Patch 3.2 hits the PTR with a new wealth of mechanics aimed at making the journey to 80 that much easier, why not take a moment to look back at how Azeroth has changed?

Leveling used to take a long time, and one of the first things a friend told me was that "the game started at 60." While the level cap might have changed, it's something I heartily agree with.Those of you who joined the game around the time of the latest expansion or even before might hear others speaking with misty-eyes of the olden days of Classic WoW when it took an age to get from Darnassus to Stormwind.

While WoW might have a much lower learning curve than, say, EVE Online, it does still have one. But WoW is known as a bit of a grind fest and the ever growing level cap, which currently stands at 80 but will no doubt go higher with the next expansion, can be pretty daunting.

Especially for a new player.

New patches always bring unique and often limited-time-only opportunities to cash in. To take advantage of them you have to be aware, come prepared, and be willing to invest in anything from materials to spending some quality time with the Auction House.

So what can you get out of patch 3.2? Scanning through the latest PTR notes, here are some potential gold-making highlights. Remember, results may vary:

Glyphs
Strangulate, a Death Knight ranged ability that silences, will soon also apply a 3 second Interrupt effect on non-player controlled targets (read: not for PvP). While a few other abilities are also getting this buff, you might note that there is actually a Glyph of Strangulate, which skims 20 seconds off its cooldown.

Considering how many fights depend on the tank and DPS to constantly be interrupting effects (General Vezax anyone?), this particular glyph might become more popular.

Frustrated Paladins everywhere probably have dropped Glyph of Exorcism from their PvP specs, but with 3.2 making it usable on players again, they may be wanting it back.

Glyph of Claw is being added to the game, and you can expect pretty much all ferals pre-level 50 (when they train Mangle) to pick it up. Although you won't be able to make this pre-patch, you could farm the materials.

Battle.net registration now online in China

World of Warcraft has, as you have probably heard, been offline in China for a while now. Even though The9 originally said they'd transfer over their servers to NetEase, they later decided to fight it out, leaving WoW offline for a matter of weeks. And it isn't quite up yet, but they're getting there -- this (very roughly) translated article says that Battle.net servers are now up and running, so Chinese players can now at least sign in to Battle.net, if not into the game itself. We already went through the same thing here in the US and the EU, so Azeroth should be back online in China any day now.

Meanwhile, the poor folks at The9 have not been doing so well -- they were on top of the world last year, but when World of Warcraft up and flew the griffon out of there, they lost the majority of their business. A new AP article has them revising their expected earnings down by an "estimated 55 to 75 percent." Ouch.

Let that be a lesson, NetEase. Keep your instances running and your downtime low, because if Blizzard pulls the plug on a game you're running, they'll be taking a ton of money with them.

China's gold farming ban not really a ban

The other day, we reported on China's recent ban on trading real currency for virtual goods, and it was hailed as the end of gold selling in the MMO world. Unfortunately, it may not actually play out that way. While this would put a stop to some gold selling, it won't stop all of it thanks to a convenient little loophole.

That loophole is the fact that their law has no jurisdiction over foreign transactions. While it absolutely can put a stop to these transactions on Chinese soil using Chinese servers and Chinese currency, Chinese goldfarmers can still happily (well, probably not happily) scrounge up gold on American realms and sell it to American players. Most likely, this new law won't have an impact on the gold selling industry whatsoever. The people being impacted are those crafting their games on a model of microtransactions rather than a subscription model. Developers, not gold farmers, will be harmed by this. A game like Free Realms is no longer a feasible option in China.

Blizzard files trademark for "Cataclysm"


Is "Cataclysm" the name of Blizzard's next-gen MMO? This Tumblr blogger has uncovered trademark applications filed by Blizzard in the fields of computer games, paper-based products, and online entertainment services. Those trademarks are on the USPTO's website, and we can confirm that Rod A. Rigole has been employed by Blizzard as legal counsel previously, so these trademark applications, all filed late last week on June 26th, are all real.

Of course, that doesn't confirm that we're actually talking about the next-gen MMO, or that Blizzard is planning on releasing a game called "Cataclysm" at all (StarCraft: Ghost was also trademarked, and we all know what came out of that). It could be another WoW expansion (though you'd think that WoW would be in there somewhere if that was the case), or it could be a completely separate game. Not that we know of one, but Blizzard certainly is working on all kinds of projects that we haven't yet heard about officially.

So. "Cataclysm." Trademark Blizzard Entertainment. Keep an eye out for it at BlizzCon this year.

Update: We noticed the domain wowcataclysm.com expired on June 26th, 2009. The domain was previously held and parked out in Australia. June 26th is the same day the trademark was filed with the US Patent & Trademark Office. The domain is also now held by GoDaddy, who we know handles Blizzard domains. That's just a little too much coincidence for us to stay quiet about. It's entirely possible Blizzard just acquired the domain name.

Insider Trader: Patch 3.2 Q&A

Insider Trader is your inside line on making, selling, buying and using player-made products.

Patch 3.2 has been shaping up to be a welcome event for professions in World of Warcraft. Soon, we will all have access to the next "tier" of gems and profession-unique buffs.

This week, I will be devoting the column space to answering some reader questions. Pre-patch notes and Public Test Realm data can often create confusion, especially when we know that anything could change before we ever see it live.

At the very end, I have included a bit of a spoiler, although I attempted to keep the details to a minimum and the wild speculation to a maximum.

Are the new flasks for Alchemists only? - Joemama
The new flask is called Flask of the North and can only be used by Alchemists with a skill of at least 400. This flask is clearly inferior to the Wrath raiding flasks because it is meant to be used in arenas. While it should give you a bit of a boost, Blizzard does not want everyone suddenly becoming Alchemists in order to compete.

Of course, if you play the game primarily for arena, then you might consider switching if you haven't already.

The most exciting changes for Alchemists will likely be the new epic gem transmutes and the fact that potions will stack to 20.
