Contrary to TAI, UTC is a discontinuous time scale. It is occasionally adjusted by leap seconds. Between these adjustments, it is composed of segments that are mapped to atomic time by a constant offset. From its beginning in 1961 through December 1971, the adjustments were made regularly in fractional leap seconds so that UTC approximated UT2.
Hydro turbines have a start-up time of the order of a few minutes. [37] Although battery power is quicker its capacity is tiny compared to hydro. [ 2 ] It takes less than 10 minutes to bring most hydro units from cold start-up to full load; this is quicker than nuclear and almost all fossil fuel power. [ 38 ]

Time dilation by the Lorentz factor was predicted by several authors at the turn of the 20th century. [3] [4] Joseph Larmor (1897) wrote that, at least for those orbiting a nucleus, individual electrons describe corresponding parts of their orbits in times shorter for the [rest] system in the ratio: .
