The EUC program was created on June 30, 2008, and it has been modified several times. Most recently, the American Taxpayer Relief Act of 2012 (P.L. 112-240) extended the expiration date of the EUC program to January 1, 2014. To date, Congress has not passed any further extensions. EUC has four levels: Tiers 1, 2, 3 and 4.
