Over time, the Texas Legislature transferred most of the Treasurer's functions to the Comptroller's office. The last State Treasurer, Martha Whitehead , successfully campaigned for office in 1994 on the premise of abolishing the position and transferring its few remaining duties to the Comptroller's office.
New York abolished the position in 1926; duties were transferred to New York State Comptroller. Texas abolished the position of Texas State Treasurer in 1996, transferring the duties of that office to the Texas Comptroller of Public Accounts. The state treasurer serves as the chief custodian of each state's treasury and as the state's head banker.
A 2004 report by Texas Comptroller Carole Keeton Strayhorn was very critical of the Texas foster care system. A follow-up statement with continued criticisms of the Texas foster care system was made in 2006 by the Comptroller and renewed a request to have the governor create a Family and Protective Services Crisis Management Team.
