It is operated by the Antelope Valley Community College District, with a primary service area of 1,945 square miles (5,040 km 2) covering portions of Los Angeles and Kern counties.

In November 2008, Measure 3-310 was passed by Clackamas County voters, leading to the creation of a Library District that established permanent property tax-based funding for libraries in the county. The cities of Damascus, Tualatin, and Johnson City opted out of the district's creation.
The following year, California State tax law changed reducing library funding by 40%, resulting in layoffs and reduced open hours. In 1994 voters approved an annual parcel assessment to fund the nine libraries that make up the Santa Clara County Library District by over a two-thirds majority vote. This ten-year assessment expired in June 2005.
