Robert Douglas Bullock was born in Hillsboro in Hill County on July 10, 1929, to Ruth Mitchell and Thomas Austin Bullock, a Hillsboro city engineer and manager. Bullock graduated from Hillsboro High School in 1947 and attended Hill College, a junior college, in 1949. He served in the United States Air Force during the Korean War from 1951 to 1954.
