James Carson Gardner (born April 8, 1933) is an American businessman and politician who served as a U.S. Representative (1967–1969) and as the 30th Lieutenant Governor of North Carolina (1989–1993).

The city limits are entirely within Wake County, though portions of unincorporated Wake County, as well as the Cleveland community in northern Johnston County, have Garner mailing addresses.
Garner was born James Scott Bumgarner in 1928 in Denver, Oklahoma [2] (now part of Norman, with some of which now under Lake Thunderbird ). His parents were Weldon Warren Bumgarner (1901–1986), [3] a widower, and Mildred Scott ( née Meek; 1907–1933), who died five years after his birth. His father was of part German ancestry.
