Cape Town is the legislative capital of South Africa.It is the country's oldest city and the seat of the Parliament of South Africa. It is the country's second-largest city, after Johannesburg, and the largest in the Western Cape.
The area known today as Cape Town has no written history before it was first mentioned by Portuguese explorer Bartholomeu Dias in 1488. The German anthropologist Theophilus Hahn recorded that the original name of the area was '||Hui !Gais' – a toponym in the indigenous Khoi language meaning "where clouds gather." [7]
Cape Town first received local self-government in 1839, with the promulgation of a municipal ordinance by the government of the Cape Colony. When it was created, the Cape Town municipality governed only the central part of the city known as the City Bowl, and as the city expanded, new suburbs became new municipalities, until by 1902 there were 10 separate municipalities in the Cape Peninsula.
