FIPS state codes were numeric and two-letter alphabetic codes defined in U.S. Federal Information Processing Standard Publication ("FIPS PUB") 5-2 to identify U.S. states and certain other associated areas. The standard superseded FIPS PUB 5-1 on May 28, 1987, and was superseded on September 2, 2008, by ANSI standard INCITS 38:2009.

The five-digit codes of FIPS 6-4 used the two digit FIPS state code (FIPS Publication 5-2, also withdrawn on September 2, 2008), followed by the three digits of the county code within the state or possession. County FIPS codes in the United States are usually (with a few exceptions) in the same sequence as alphabetized county names within a state.
These codes were similar to or comparable with, but not the same as, ISO 3166, or the NUTS standard of the European Union. In 2002, the National Institute of Standards and Technology (NIST) withdrew several geographic FIPS code standards, including those for countries (FIPS 10-4), U.S. states (FIPS 5-2), and counties .
The Federal Information Processing Standard (FIPS) 55-2,3,4 codes, which are used by the United States Census Bureau to uniquely identify states and counties, is provided with each entry. Alaska's code is 02, so each code is of the format 02XXX. The FIPS code for each county equivalent links to census data for that county equivalent.

For water areas unallocated to any MCD, the Census Bureau assigns a default FIPS county subdivision code of 00000 and an ANSI code of eight zeroes. This typically happens when state and county boundaries extend into the ocean or Great Lakes , but MCDs are not defined by the state for the unoccupied water.
