Kerala is a state on the southwestern coast of India. It is known for its high literacy rate, low infant mortality rate, and long life expectancy. Kerala has also been a pioneer in the field of decentralization and participatory local democracy. In 1994, the Kerala government enacted the Kerala Panchayat Raj Act and the Kerala Municipality Act.
The tax is usually accompanied by a number of service taxes, e.g., water tax, drainage tax, conservancy (sanitation) tax, lighting tax, all using the same tax base. The rate structure is flat on rural (panchayat) properties, but in the urban (municipal) areas it is mildly progressive with about 80% of assessments falling in the first two slabs.
