Creation is simple: upon clicking a red link, you will be transported to a blank page. Once there, enter any text and then click the Publish changes button. That's it; the page should have been created. Many pages are created after a user sees an existing red link on a page, and then follows these steps.
Source editor – edits the wikitext of the article, which uses some special characters, like adding [[brackets]] to create a link to another page, or asterisks to make bullet points. Visual Editor – a tool similar to a word processor, for editing articles without the need to understand any special codes or markup. Visual Editor is the default.
A template window then pops up, where you fill in as much information as possible about the source, and give a unique name for it in the "Ref name" field. Click the "Insert" button, which will add the required wikitext in the edit window. If you wish, you can also "Preview" how your reference will look first.
Click on the greyed-out "page" field (now visible) and paste or type in the name of the article as it appears in that language's Wikipedia. Click on "publish" at the top of the box. Modifying or removing an existing interlanguage link is similar. To modify a link, click "edit", then modify the text of a link and click "publish".

Find a suitable page that exists on the English Wikipedia, but not on Wikipedia in the other language (or where the other language only has a stub). On the other Wikipedia, go to the corresponding page or enter the wanted name in the search box. Then click the button marked "create" or "edit" in the new language.
