Safford became the county seat of Graham County. In 1883, part of the adobe courthouse in Safford collapsed. I. E. Solomon, who was a merchant and an Arizona Territorial legislator, and Peter Bolan proposed the building of a new and better courthouse in Solomonville. Solomonville, therefore became the county seat of Graham County.
