As cellular phones become more popular, there have been plans to release cell phone numbers into public 411 and reverse number directories via a separate Wireless telephone directory. However, these plans have come under opposition from internet based privacy advocate groups, and blogs, often citing privacy concerns.
The new system is based on 3 three-digit area codes for provinces and seven digit local phone numbers. Istanbul is the exception and it gets two area codes ( for the European and  for the Asian side). Calling a cell phone from outside Turkey is the same except the three digit numbers are replaced with the ones of the companies.

E.123 is an international standard by the standardization union , entitled Notation for national and international telephone numbers, e-mail addresses and Web addresses. It provides guidelines for the presentation of telephone numbers , email addresses , and web addresses in print, on letterheads, and similar purposes.
In Hungary, portability exists for geographic numbers since January 1, 2004. Portability for non-geographic numbers (including mobile numbers) is available since May 1, 2004.
