Yes. I've done the reset thing. Now the sounds are different. Previously, I could sometimes navigate blindly to an app and open it and hear TV. Now, since it has been reset, there are no apps downloaded, but there is the sound for the sight impaired accessibility. There are voice prompts for what to so, but I can't really do any of them.
It looks like you may have accidentally enabled "Screen reader", a mode for sight-impaired viewers. That's why your Roku player sounds like it's been talking to you. The power, volume, and mute buttons on WiFi-Direct Roku remotes send the appropriate signals to your TV via line of sight infrared (IR) signals. Different TVs have different sets of IR codes they accept, so you have to set up the remote to send the correct code set for YOUR TV. Roku menu path: "Settings -> Remotes & devices > Remotes"
Re: Soundbar talks after turning off TV. This sounds like the voice guide/Screen Reader has been turned on. Pressing the * button four times quickly will toggle the voice on/off. You can completely disable voice guide in the Settings/Accessibility/Screen Reader Shortcut menu.

Go to Home, then Settings, then System, and select System Restart. Press the Star button on your remote while playing any content on Roku. Select Sound settings. Use the plus-shaped directional pad in the center of your Roku remote to switch the Volume mode to the desired setting.
In late May or early June this year (2024), I bought a 55" Roku TV, the Roku Pro Streambar, 4 Roku surround speakers, and the 10" Roku subwoofer. They're great, except that the subwoofer sometimes makes loud crackling/popping noises and a shredding-paper kind of sound. The surround speakers sometimes make crackling noises, too.

Look in the TV's Settings/Remote and see if for some reason it's been paired with that remote. You can 'unpair' that remote from the TV and it should not control the TV any longer. It doesn't sound like the TV is in line of sight from your Roku remote, so WiFi Direct is really the only way it can be controlling the TV.
